Sawant urges farmers to grow vegetables

Ponda: Emphasising on the need for Goa to become a self-reliant state, Chief Minister Pramod Sawant on Monday said he was not happy with the quality of vegetables supplied by the other states and urged people to take up vegetable cultivation for a better yield and profits.“Government spends around `20 crore on subsidy for procuring vegetables from other states and you all know what type of vegetables we get. I don’t want to speak about the quality of vegetables we get. If I speak, the newspapers will publish it,” Sawant said adding that if farmers in the state can produce these vegetables, the `20 crore subsidy can be availed by them.The Chief Minister said this during a state-level livelihood mission programme ‘Stree Shakti’held in Ponda.He said Goa is importing most of the commodities like fruits, vegetables, food grains and flowers and is hence dependent on the other states. “Unless and until we try to produce these things here, our state will not become self-reliant,” Sawant said urging farmers to venture into farming, especially vegetable cultivation, which, he said, has a huge demand and involves profit too.He said the government has set a target of making 1 lakh people self-reliant in the state in five years. “We will be able to achieve this if the self-help groups and village organisations take active part in the initiative,” Sawant said.At the event held, the Rural Development Agency disbursed around `2.30 crore to women entrepreneurs from self-help groups and village organisations to support them financially. Rural Development Agency Minister Govind Gaude, project director Meena Goltekar and other officials of the department were present during the programme.The Chief Minister assured women to provide rent-free premises in the Handicraft Department mall proposed at Patto in Panaji where he said the women groups can display and sell their products. Project work has already commenced at an estimated cost of `16 crore, he said.

Staff ReporterSankhaliStating that the government will take whatever steps are required to resume mining in Goa, Chief Minister Pramod Sawant on Friday said mining activity relates to the livelihood of many people in the state.Calling mining the backbone of Goa’s economy, he said the government is waiting for the permission to restart the activity soon and added that directives of the Supreme Court will be followed.“Some people are objecting to the resumption of mining activities but they should understand that it affects the livelihood of people,” Sawant said. He was addressing a seminar organised by the District Mineral Foundation and the Mineral Foundation of Goa in Sankhali. The seminar was held in collaboration with the Directorate of Mines for secretaries and block development officers.North Goa District Collector Mamu Haage, Mineral Foundation member secretary Manuel Barretto and others were present on the occasion.Sawant said many new initiatives will be taken up by the state government to make Goa self-sufficient. He also said the district mineral fund is of around `500 crore and added that the government will see how it can be utilised properly. Stating that the MineralFoundation of Goa has done a good job in the mining sector, Sawant said many projects related to education, health infrastructure and water have been undertaken using the district mineral fund.“The dream of a self-sufficient Goa will soon be realised if government officials like panchayat secretaries and block development officers create awareness among people,” the Chief Minister said. “A special cell will soon be set up in the state to understand public grievances,” Sawant said adding that it will help resolve the problems of the people.“Many people in the government departments are performing well. They have done a very good job. However, a government servant is on duty for 24 hours and should work for the betterment of the people and also guide them,” the Chief Minister said.

Staff ReporterPanajiThe real estate developers in the state are upset by a move from the revenue minister’s office to refer, all files pertaining to conversion sanads for land above 1,000 square metres, to the revenue department for approval.A note issued by the revenue minister recently has asked the government to issue instructions to the North and South Goa Collectors respectively on the same.“In the meantime all the files with regard to conversion of land above 1,000 sq. mtrs are to be placed in abeyance,” says the note.The Confederation of Real Estate Developers Association of India (CREDAI- Goa) president, Nilesh Salkar, on Friday, said, “We are given to understand that a note is being moved to refer conversion sanad files, of land admeasuring above 1,000 square metres, to the government for approval. If this is true, then it will definitely undo all the positive sentiments that are present amongst the stakeholders. We urge the Chief Minister to study the matter and take a pragmatic decision which will keep the confidence of the sector high.”Salkar said that the developer’s body would meet the Chief Minister shortly asking for the proposal from the revenue department to be dropped.“We hope that the note is rescinded and the present system continues,” said Salkar. He explained that conversion sanad files are cleared at the Collector’s level in the state.“While the TCP department is moving forward by easing the approval process for builders, the revenue department is pulling the other way,” remarked Salkar.Towards ease of doing business for the local real estate industry, the government had recently launched online approval system for projects up to 5,000 square metres.COVID-19 has badly hit the housing and construction industry in the state. Further the industry is also adversely affected by the steep increase in raw material prices and labour shortages.In Goa with most of the land agricultural, if builders want to construct on it they need to convert it by obtaining a conversion sanad.A survey carried out by CREDAI has revealed that 74% of builders seek ease of doing business from the government for revival of the industry.The state presently has 873 ongoing real estate housing projects in various stages of completion.

Staff ReporterPondaAnnouncing that the state’s hazardous waste facility at Pissurlem will be ready within one-and-a-half-month, while construction waste management facility at Kudchire too is taking shape, Chief Minister Pramod Sawant on Friday claimed that Goa will be the number one state in the country to work at such a level in waste management.“Goa is the only state in the country which is doing so much work in waste management and if ranking is done, Goa will be number one state in this regard,” said Sawant at Kundaim after inaugurating a biomedical waste facility. Minister for Science and Technology and Waste Management Atanasio ‘Babush’ Monserrate, Goa State Pollution Control Board chairman Mahesh Patil, Goa Waste Management Corporation managing director Levinson Martins were present among others.The Chief Minister stated that the government is seriously working on waste management strategy to rid the state of garbage menace by setting up separate waste treatment facilities for construction and industrial waste.He claimed that the government in the past 25 to 30 years failed to even think over waste management in the country, which has resulted in Sonsoddo-like garbage hills in the state. “Clearing those will now require crores of rupees, which could have been avoided or managed by spending very small amounts in the past if planned effectively,” the Chief Minister said.He informed that the biomedical treatment unit will cater to a large number of medical and healthcare facilities in the state, thereby resolving the issue of disposal of such waste. The Chief Minister lauded the efforts of Goa Waste Management Corporation in setting up the common biomedical waste treatment plant in a record time of 11 months.He also informed that the government is setting up facilities for construction waste at Kudchire and for industrial waste at Pissurlem, thereby trying to achieve effective waste management system.In his speech, Monserrate expressed happiness as the government has managed to set up the biomedical waste treatment facility at Kundaim much ahead of the scheduled date of completion. The facility has been developed under a PPP model where the Goa Waste Management Corporation has provided land of 10,000 square metres to the concessionaire Biotic Waste Solutions Pvt. Ltd., which will operate the facility.Meanwhile, with an aim of attracting more environment-friendly industries in the state, under ease of doing business, the government is planning to grant permission to such industries within one to one-and-a-half-month, Sawant said during his speech at Kundaim.Presently, it is taking nearly one year and more to grant permission to such industries and if such a long time is taken for granting the permission, these units will look at moving to other places, he stated.
