GCZMA orders sealing of unauthorised shacks at Mandrem

Staff ReporterPanajiThe Goa Coastal Zone Management Authority (GCZMA) has ordered to seal, and disconnect water and electricity supply to the unauthorised shacks, huts and rooms belonging to Fab Regalia Resort, Fab Ashvem Resort and 7 Ocean Resort in Mandrem after it was found operating despite stop work order issued to shut down the operations until matter gets decided.Sagardeep Sirsaikar in 2018 had filed a complaint alleging that “nine single-storied rooms, temporary structure of wooden walls as reception and laundry, load-bearing structure used for restaurant cum DG room are illegally constructed in Ashvewada of Mandrem village in Pernem taluka belonging to Fab Regalia Resort, Fab Ashvem Resort and 7 Ocean Resort.”The complaint was forwarded to District Level Committee, North Goa for necessary action and report by the authority.In 2020, the deputy collector recommended the removal of the structures and restoration of the land to the original position. Thereafter, the GCZMA on several occasions issued notices to the alleged violators to appear for personal hearings and every time the respondents sought additional time to file replies.In view of time granted to the respondents on two occasions, the authority then decided to grant the time with further directions to stop all commercial activities in the property bearing Survey No.216/0 of village Mandrem until further orders.The Deputy Collector and SDO, Pernem was asked to ensure that “no commercial activities are carried out and if found then to go ahead with sealing of the premises.”During the 294th GCZMA meeting held in March 2022, the complainant informed the authority that “there is a stop work order issued but in spite of it the commercial activities are still going on.”The authority then decided to conduct a surprise site inspection through the engineer of GCZMA to verify the position and decided to issue a fresh hearing notice to the parties.However, respondents present in person submitted that no commercial activities were going on. The complainant countered that “still online bookings were going on and the said premises was still being used for commercial purpose.”After hearing the parties and taking note of surprise inspection by expert member, the authority directed to seal the premises with disconnection of water and electricity
