TMC a non-starter in Tripura bypolls, leaders say party missed writing on wall

The heady days of winter 2021 must seem to be from an age ago for the Trinamool Congress (TMC). The party’s morale in the North East was high, with a number of high-profile joinings, including that of virtually the entire Meghalaya Congress unit, and a respectable performance in the Tripura urban local body polls. With a vote share of around 20 per cent in the Agartala Municipal Corporation election, the party had left the CPI(M) behind while the Congress was nearly wiped out.The Tripura bypoll results have, however, dealt a setback to the TMC that also faced a bruising defeat in the Goa Assembly polls in February. TMC’s campaign managers concede that the party refused to see the writing on the wall in Tripura. The party failed to win any of the four seats that were at stake and its vote shares were also low. In Agartala, it received 2.1 per cent of the votes while the vote shares were 2.98 per cent in Jubarajnagar, 3.4 per cent in Surma, and 2.96 per cent in Town Bardowali.“By rejoining the Congress, Sudip Roy Barman changed the equation. He is a formidable face in Agartala, which sent him to the Assembly five times between 1998 and 2018. So, we could not repeat our performance here despite putting up a popular face,” said a TMC leader who was involved with the party’s campaign.Historical trends show that vote shares of parties swing wildly in Tripura, the country’s third-smallest state. The Congress’s vote share crashed from 36.5 per cent in the 2013 Assembly polls to 1.79 per cent in 2018, shifting to the BJP that saw its share rise from 1.5 per cent to 43.59 per cent.In the 2019 Lok Sabha polls, the Congress saw its share rise to 25.34 per cent and it shrank to 2.07 per cent in the urban local body polls. “That is when the party occupied some space. But it could not hold on to that as a local popular face infused fresh life into the Congress,” said the TMC leader.And due to the absence of a local face with a mass appeal in its state unit, the TMC was no match for the Congress that managed to get its support base revived in the urban areas, where the party performed well even during the heyday of the Left Front that governed Tripura from 1998 to 2018.“The party needs experienced people in its ranks, along with fresh blood,” said a senior TMC leader. The Tripura unit head, Subal Bhowmik, formerly with the BJP, has attributed the recent losses to “organisational weaknesses”.“The party still does not have a permanent office building in the state. There is no booth-level presence. The anti-BJP electorate also voted strategically. Why will they vote for a party that does not even have an office?” said the senior functionary on the condition of anonymity.On Tuesday, TMC national general secretary Abhishek Banerjee said the party would not abandon its plans to grow in the state and would continue to fight.Meanwhile, TMC leaders in the state also claimed that the CPI(M) helped the Congress “as part of a tacit deal”. A party functionary said, “Even in 2018, CPI(M) candidate polled over 17,000 votes in the Agartala constituency. This time, it came down to a little over 6,000. In the Town Bardowali seat, which is also in the capital city, the Left Front candidate had received over 13,000 votes in 2018, while he got barely 3,000 votes.”Going ahead, the party, which maintains that Barman’s win does not signal a revival of the Congress, plans to focus on building a “grassroots narrative”. Said a local leader, “The launch of the party’s office space in Agartala will be a good beginning.”Meanwhile, the TMC will launch its Meghalaya office today in the presence of Abhishek Banerjee.

PANAJI: A Mapusa court has dismissed the application of former Goa Pradesh Congress Committee president Girish Chodankar who was seeking directions for an FIR to be registered for cheating and forgery against 10 of its former MLAs who merged with BJP in 2019. Chodankar had alleged that they forged documents for the purpose of producing it in a disqualification petition which was then pending before the speaker of the legislative assembly. The court relied on the order passed by the high court in a writ petition between the same parties in which the order of the speaker was maintained by the high court. “Thus, there is no element of forgery for which no direction can be given to the respondent to register the FIR,” stated Shilpa S Pandit, JMFC, A-Court, Mapusa. “Merely because the letter head and the seal of the said committee is used for preparing the resolution, it cannot be said that the persons named therein have committed any forgery in creating the said resolution. That being so, no cognisable offence is made out in the complaint of the applicant. Hence, no FIR can be registered for any such offence alleged in the application,” the court added. The court observed that on July 10, 2019, when the resolution was passed to merge with BJP, all the persons who allegedly committed forgery were members of the GPCC and that being so had access to the letter head and seal of the committee. Public prosecutor R Barreto contended that none of them have alleged that their signatures on the resolution are forged. “That being so, it is an admitted position that said letter is signed by them all. Hence, there is no question of any forgery for which the complaint can be registered,” the court held. Chodankar had lodged a police complaint on April 20 last year alleging that the 10 MLAs conspired and fraudulently created a false document claiming to be a resolution of the GPCC and purportedly passed in the meeting of the GPCC held on July 10, 2019 to merge GPCC with BJP. He alleged the resolution was falsely created using counterfeit letter head and counterfeit seal of GPCC. Despite Chodankar’s complaint no FIR was registered, his counsel S Vaingankar submitted to the court.

PANAJI: A delegation of Congress called on governor P S Sreedharan Pillai on Tuesday and submitted a memorandum seeking his immediate intervention with regards to important public issues which the party alleged have been neglected by the government. The delegation led by Goa Congress president Amit Patkar requested the governor to inspect the illegal constructions done by Karnataka on River Mhadei to divert water, and assess the situation. The party has also requested the governor to allow representatives of political parties and voluntary organisations to accompany him during the inspection. “The people of Goa have the right to know the nature of work done by Karnataka on Mhadei River. People are worried by the government’s failure to take proactive steps,” stated the memorandum. Other issues that were highlighted were wastage of tur dal and rising unemployment among others. It has demanded a high level inquiry under the supervision of a high court judge about the wastage of 242 metric tonne of tur dal and 10.3 metric tonnes of sugar. It wants an immediate action to be taken against those responsible for the wastage. Referring to reports indicating high unemployment rate of Goa, the memorandum said that chief minister Pramod Sawant’s promise to create thousands of jobs was misleading. It has demanded that the government release a “white paper” on the unemployment scenario.

Panaji: Union minister for coal and mines Pralhad Joshi informed the Parliament that the Goa government has initiated the process to auction off mineral blocks in Goa. He also said that the BJP-led state government in Goa has assured the Centre that it will “safeguard the welfare” of the mining-affected people.Joshi provided the information in response to a question raised by Trinamool Congress MP Luizinho Faleiro. Faleiro had asked the Centre about the efforts to restart iron ore mining in Goa.“As per the provisions of the Mines and Minerals (Development and Regulation) Act, 1957, the state governments are responsible for grant of mineral concessions through a transparent e-auction process. The government of Goa has informed that the state will explore all possibilities to safeguard the welfare of the mining affected people,” said Joshi in a written reply.He also said that the Goa government has sanctioned Rs 110.2 crore as financial relief to barge owners, mining machinery owners and truck owners. Joshi also informed Faleiro that financial relief to 6,999 truck owners amounting to Rs 147.7 crore and assistance to 2,000 mining affected unemployed workers amounting to Rs 20.9 crore has been disbursed.Asked about the Shah Commission report, which had estimated Rs 35,000 crore of loss due to illegal mining, Joshi admitted that chartered accountants have estimated a more modest Rs 352.23 crore as the total dues owed by mining companies of which an amount of Rs 80.5 crore has been recovered.
