State sees slight drop in temperature

Panaji/Ponda: With the change in weather conditions, there has been a slight drop in the maximum temperature in Goa. The India meteorological department (IMD) recorded the state’s maximum temperature at 28C, a drop by one degree since Sunday.“With prevailing cloudy weather, the temperature will more or less vary. The temperature values are therefore a bit lower since Sunday,” IMD scientist Rahul M said.The increase in rainfall has been attributed to a well-marked low-pressure area off the coasts of north Andhra Pradesh-south Odisha. With its intensification into a depression and west-northwestward movement in the coming days, an increase in rainfall is likely over Goa on Tuesday as well.Light to moderate rainfall occurred at most places in the state on Monday with the southwest monsoon being normal over Goa. From 8.30am to 8.30pm, Pernem recorded 27mm rainfall, Mapusa 9.5mm, Panaji 5mm, Mormugao 6mm and Margao and Old Goa,both received 9mm of rainfall.Anmod ghat witnessed heavy rain and a landslide occurred on Monday bringing down boulders. The highway was partially affected.Squally weather with wind speed reaching 45-55 km/hour gusting to 65 km/hour is likely to prevail along and off South Maharashtra-Goa coast on August 9 and 10. Strong wind with speed reaching 45-55 km/hour gusting to 65 km/hr is likely to prevail over the South Maharashtra-Goa on August 11 and 12. Fishermen have been advised not to venture along and off coast during this period.

Panaji: Union minister for coal and mines Pralhad Joshi informed the Parliament that the Goa government has initiated the process to auction off mineral blocks in Goa. He also said that the BJP-led state government in Goa has assured the Centre that it will “safeguard the welfare” of the mining-affected people.Joshi provided the information in response to a question raised by Trinamool Congress MP Luizinho Faleiro. Faleiro had asked the Centre about the efforts to restart iron ore mining in Goa.“As per the provisions of the Mines and Minerals (Development and Regulation) Act, 1957, the state governments are responsible for grant of mineral concessions through a transparent e-auction process. The government of Goa has informed that the state will explore all possibilities to safeguard the welfare of the mining affected people,” said Joshi in a written reply.He also said that the Goa government has sanctioned Rs 110.2 crore as financial relief to barge owners, mining machinery owners and truck owners. Joshi also informed Faleiro that financial relief to 6,999 truck owners amounting to Rs 147.7 crore and assistance to 2,000 mining affected unemployed workers amounting to Rs 20.9 crore has been disbursed.Asked about the Shah Commission report, which had estimated Rs 35,000 crore of loss due to illegal mining, Joshi admitted that chartered accountants have estimated a more modest Rs 352.23 crore as the total dues owed by mining companies of which an amount of Rs 80.5 crore has been recovered.

Panaji: Revenue minister Atanasio ‘Babush’ Monserrate said on Monday that the government has decided to have new mamlatdars either by promotion or recruitment, exclusively to hear tenancy and mundkarial cases. He said that around 40 mamlatdars are needed just to look after these cases.“We will promote and also recruit new mamlatdars to look after these cases,” he told TOI. “I have also decided that a mamlatdar should get at least three years in one place to clear the backlog. But if there are complaints against the mamlatdar, they will be transferred.”He also said that one mamlatdar would be given the responsibility to clear old cases.“While the assembly session was on, we had a meeting in the assembly with the secretary as well as both district collectors,” Monserrate said. “We have found out what the difficulties are. Some talukas have too few mamlatdars, and there are mamlatdars who also have to look after issues like law and order, and other issues.”He said that the government is trying to fix that problem by having separate mamlatdars in each taluka to look after routine matters, and that the appointment of mamlatdars specially for mundkarial and tenancy cases will be in place by next month.Elaborating on the planned three-year fixed posting, Monserrate lamented that when mamlatdars are transferred, the entire case starts again. “It should be like how the courts function,” he said. “Even when the judge is transferred, (the case) is on record..., and from there it is carried forward.”Monserrate also said that his department is ready to install CCTV cameras to monitor the functioning of revenue offices.
