Panaji: In a dazzling display of the wonders of the astronomy world, planet Mars will go into opposition, lunar conjunction, occultation and retrogression — which explain various phases — simultaneously between the nights of December 7 and 8.“This is an extremely rare quadruple celestial phenomena of planet Mars making it a not-to-be-missed cosmic bonanza,” said president of the association of the friends of astronomy (AFA), Satish Nayak.Mars moved into its bi-annual closest approach to earth from December 1 which is known as opposition. On December 8 it is directly in line with the sun and earth. Also it is at its biggest and brightest visibility. At dawn before reaching the opposition point, the red planet will form a rare eclipse with the moon when it will be hiding behind the lunar disk and appear again after emerging from the other side in a phenomenon called occultation. “The occultation phase of Mars is only visible from North America and Europe and it will be daytime for Goa when it occurs,” Nayak said. As the planet rises in the eastern sky on the evening of December 8, it will be in conjunction or closest position to the moon. A visible close grouping of celestial bodies is known as conjunction. During this entire period Mars will also be in retrograde motion or appear to move backwards due to the earth overtaking it during closest approach. “Coincidently all these phenomena occur on the full moon of December which is also known as the cold moon,” Nayak said.

Panaji: After public outcry by citizens and netizens over the massive inconvenience caused to residents of Panaji and working professionals in the city due to the dug up roads, the Corporation of the City of Panaji (CCP) held a meeting with the North Goa district collectorate to speed up the works.Speaking on the issue of Panaji’s congested roads owing to the ongoing works of the Smart City initiative to lay underground pipelines, mayor Rohit Monserrate said that the authorities will speed up infrastructural works. “We have told the Smart City to expedite the work and they have promised us to complete it by March 31, 2023,” he said. The earlier estimated completion date for the work was June 2023.TOI reported on Tuesday that the simultaneous digging of roads has inconvenienced the public. Former deputy mayor Vasant Agshikar on Tuesday took to social media to share with netizens that he has written to the CCP to waive off parking fees for people in Panaji owing to the reduced number of parking spots due to the ongoing work.“The CCP had waived parking fees during the Covid-19 pandemic and that was not considered a breach of contract. The same can be done now, considering several roads are blocked. With the tourist season starting in full swing, the number of vehicles is only going to increase. The blocked roads are also going to create problems for emergency vehicles, and a well-thought-out plan is the need of the hour,” Agshikar said.Former mayor Uday Madkaikar said that the mayor should immediately form a committee under his chairmanship to monitor the work. “The commissioner, PI traffic, including officers of different departments involved in this project, must be included in this committee,” he said.Madkaikar said that only when this committee holds weekly inspections of the work will the contractors feel the pressure.“There is complete chaos in the city. One contractor near the Sarawati building has closed the road only to dump material,” he said.Concerning the resulting parking problem, Madkaikar stated that the mayor must direct traffic officers not to issue challans to two-wheelers entering no-entry zones until the work is completed. “All roads should be made two-way temporarily and for some months, pay-parking should be stopped as suggested by Agshikar.”
