Goa: Rape cases up, don’t trust strangers for money, says Pramod Sawant

PANAJI: Chief minister Pramod Sawant on Thursday said 90% of the time, people accused of rape are known to the survivors. He went on to exhort citizens of Goa to be alert and to not trust anyone easily. Referring to the rise in rape cases in the state, Sawant claimed that such cases occur mainly because many families give rooms on rent to strangers on the basis of trust. "Unknown persons should not be given properties on rent just so families can earn a little extra money," he said. It is not just neighbours who are involved in rape cases, the CM said; sometimes relatives and even fathers are too. Police officers added that friends are also booked for rape in some cases after the accused and the survivor flee their homes to get married. If the survivor is a minor, a case of rape is registered if they have a physical relation. Sawant was speaking after flagging off two-wheelers provided by Hero Motocorp to the Goa police under its CSR initiative. The vehicles, he said, would enhance the mobility of police personnel and increase efficiency in policing. “The government is committed to equip and modernise the police department,” he said. According to information from the DGP, GPS trackers will be installed on each of the two-wheelers to help track the movement of police personnel, the chief minister said. He further said that Goa’s crime detection rate is higher than the national average of 94%, and urged the police and citizens to be alert in order that the crime rate may decrease. Referring to the special drive initiated against drunken driving, Sawant said there has been an 80% reduction in drunken driving cases in the state. He also said that the government has received suggestions from citizens to reduce accidents on roads and that a report in this context would soon be made public, and steps would be taken towards achieving this goal.

The ministerial panel formed for casinos, race courses and online gaming under the Goods and Services Tax (GST) regime is likely to fall back on the initial report presented before the GST Council in June. Officials aware about the panel’s deliberations said that no major change is expected in the earlier submitted report and the inputs from the discussions of the officials and Group of Ministers (GoM) held after June are likely to be incorporated as additional comments in the report.“It is unlikely that there will be any major change. The committee may go back to the first report itself,” the official said. Though the discussions have centred on defining game of skill and game of chance, another emerging view is that the tax authorities could possibly look at defining gaming as a service rather than the present status of it being an actionable claim.“Tax authorities should try to focus on the taxation aspect of it and not define it as restrictive or prohibitive, which is relevant to betting and gambling. The definition of online gaming as an actionable claim should be revisited by exercising power under Section 7 of CGST Act. Then it can be declared as a service like construction which is a service and then levy whatever rate is to be charged.” “From taxation point of view, whether it is betting or game of skill, tax prescription should not be based on a chance outcome or a skill outcome. One rate should be levied, whether it is 18 per cent or 28 per cent plus cess, or it could be levied on gross gaming revenue, so that should be a policy call. But it’s time the debate over game of chance or game of skill gets over, otherwise no clarity will emerge,” a person aware about the discussions said.The eight-member ministerial panel, headed by Meghalaya Chief Minister Conrad Sangma, had earlier submitted a report to the Council which was taken up for discussion in the June meeting. The GoM had recommended a uniform rate of 28 per cent on casinos, race courses and online gaming with no distinction based on whether an activity is a game of skill of chance or both. For valuation in case of casinos, the GoM had suggested that GST be applied at 28 per cent on full face value of the chips/coins purchased from casino by a player and that once GST is levied on purchase of chips/coins (face value), no further GST would apply on the value of bets placed in each round of betting including those played with winnings of previous rounds. It also suggested 28 per cent GST on services by way of access/entry to casinos on payment of consideration/entry fee which compulsorily includes price of one or more supplies such as food, beverages etc.In its two meetings held in May this year, the GoM held the “general view that these activities because of their nature and negative externalities should be levied a higher incidence of tax” and that these activities involve “financial risk and are addictive”. After the 47th GST Council meeting held in June, the GoM was given a 15-day extension with concerns raised primarily by one state — Goa. After the meeting, Union Finance Minister Nirmala Sitharaman had then said that even as the Chair of the GoM, Meghalaya Chief Minister Conrad Sangma, presented his report, he requested that the Minister of Goa (Mauvin Godinho, Goa’s Minister for Transport, Industries and Panchayats Raj and Goa’s Member of GST Council) will place his view before the Council and not just the GoM. The GoM had last met in September, wherein divergent views emerged regarding the valuation mechanism for casinos, horse racing and gaming.The Council which was earlier scheduled to hold its 48th meeting in August has not met since June. The final reports by several GoMs are awaited. Though the GoM on Goods and Services Tax Appellate Tribunal has finalised its recommendations, the GoM on rate rationalisation has not finalised its report. The next Council meeting is now likely to be held after the upcoming state elections of Himachal Pradesh and Gujarat.

Panaji: Quick to grab on to chief minister Pramod Sawant’s rejection of the NITI Aayog’s assessment of the state’s unemployment, the opposition on Thursday taunted Sawant for trying to prove the Centre’s policy think tank wrong.Goa Congress president Amit Patkar slammed Sawant for negating the unemployment rate of his own government. “The chief minister has mocked his own government by claiming that data maintained by the employment exchange is faulty. I appreciate his honesty,” Patkar said. Patkar referred to the Niti Ayog’s report that the state had 1.1 lakh unemployed while Sawant claimed that the data was wrong and that there were only 20,000 unemployed individuals.The NCP also jumped onto the bandwagon, asking if Sawant was willing to undermine the NITI Aayog just to cover up his own mistakes.“Is Sawant saying that the NITI Aayog is not doing its job correctly?” NCP national spokesperson Clyde Crasto said. “The truth is, either the Goa government has failed to provide the correct data or is trying to hide the unemployment data by saying that these people have got jobs elsewhere.”Sawant claimed that 80,000 of the individuals registered with the State Employment Exchange are already employed and have not cancelled their names from the registry.“If the chief minister knows that 80,000 people have got jobs elsewhere then he must bring those details out in the public domain and correct the unemployment data. If not, it means that Sawant is trying to prove the NITI Aayog wrong only to hide his failure to provide jobs to Goans,” Crasto said.Referring to another of Sawant’s statements, both Congress and GFP asked what stopped the BJP government from taking action against criminals. “Thanks to you and your superb handling of the home ministry, crooks and criminals see Goa as the most preferred destination for startups. Credit should go to some of your cabinet colleagues also who’ve provided the inspiration and confidence for such ventures,” said Sardesai in response to Sawant’s move to blame residents of other states for Goa’s rising crime graph.

Panaji: Chief minister Pramod Sawant on Thursday said that out of 1.1 lakh youth registered with the employment exchange, 80,000 youth have been employed in private sectors. “Actually around 20,000 youth are unemployed in the state,” Sawant said.Earlier in the day, a Niti Aayog report had said that 1.1 lakh youth are unemployed in the state.“80,000 youth are employed in private sectors, but they have not cancelled their employment card to get government jobs,” Sawant said.The chief minister said that henceforth employment registration will include whether the person is employed in the private sector. “Some government employees have not cancelled their employment cards as they want to take up higher posts as and when they are advertised,” he said.Sawant said that some persons registered with the employment exchange when they were in Class XII to get to the top of the seniority list. “We have jobs in the private sectors for even those 20,000 unemployed youth,” he said.The state government had organised a job fair on November 8 and 9.Niti Aayog held a meeting with Sawant on Wednesday. The chief minister said that the state government has raised the issue of dump handling with Niti Aayog. The state government has already approached the Supreme Court for permission to handle dumps and Niti Aayog will also submit a report to the Supreme Court, the chief minister said.He said that Niti Aayog appreciated the work of the state government to complete 100% in four flagship programmes out of 13. Sawant said that Niti Aayog representatives studied the state government’s Swayampurna Goa scheme.The chief minister said that Niti Aayog will help the state prepare different proposals to be sent to them to take up development works. Sawant said that Niti Aayog will help the state move ahead in green energy, solar energy and innovation, among others.

Panaji: A Mapusa court granted conditional anticipatory bail to 42-year-old UP businessman Nitin Kumar for allegedly impersonating a central government official and calling chief minister Pramod Sawant on his personal cellphone.Porvorim police registered the complaint filed by the officer of the chief minister on September 15, who stated that prior to September 13, an unidentified person contacted Sawant on his personal number on the pretext of calling from the office of the Union ministry of law and justice.Porvorim police station registered a crime under Sections 170 IPC for personating a public servant and under Section 66C of the Information Technology Act 2000 for punishment for identity theft.During the course of the investigation, a police team was deputed to UP wherein the accused was traced and served a notice requesting him to be present for an investigation on October 3. The advocate of the accused said he would not be able to appear as he couldn’t get a ticket, and requested another date for his appearance.The accused appeared at Porvorim police station on October 21 and produced his cellphone. He submitted that he didn’t make any calls as alleged in the FIR and added that the allegations are false. He added that the visit of police officials from Goa at his residence created a reasonable apprehension of his arrest.“The nature of the offence as spelt out in the FIR, and in view of the discussion hereinabove, to my mind custodial interrogation of the applicant is not required. The investigation can progress without the custody of the applicant,” the court stated.“As far as the grievance of the investigating officer, that the applicant is non-Goan, this ground would not be sufficient to disentitle the applicant for a pre-arrest bail if his custody is not required for further investigation and can be met with conditions,” stated additional sessions Judge FTC, Mapusa, Sharmila A Patil.

PANAJI: CM Pramod Sawant on Monday said that the decision to name the new greenfield international airport at Mopa will be taken by the Union government. The state government has not proposed any name for the new facility, he said. The comment comes amid demands to name the new airport after political personalities from Goa. The CM said naming airpots is the prerogative of the Union civil aviation ministry. "It is the prerogative of the Union civil aviation ministry to decide on the name to be given for the new airport. We have not proposed any name to the Union government," Sawant told TOI. After reviewing the ongoing works at the airport on Friday, the chief minister had said that nearly 95% of the work has been completed. PM Narendra Modi will inaugurate the airport in mid-December, he had said. Sawant held a meeting with Pernem MLA Pravin Arlekar and a local panch on Monday to discuss recruitment for Mopa. He assured them that the local interest would be protected. Sawant said that 100 landing and take-off slots have been sought by domestic airline operators from December. International flights will commence from January, beginning with Oman Air, and more are likely to follow in the coming months. As the new airport nears completion, demands are cropping up from various sections of society to name it after Goa's first chief minister Dayanand Bandokar, Father of the Opinion Poll Dr Jack de Sequeira and former defence minister and ex-chief minister Manohar Parrikar among others. BJP state president Sadananad Shet Tanavade said that the Centre will decide on naming the new airport at Mopa. Power minister and MGP's Ramkrishna 'Sudin' Dhavalikar on Monday said that the new airport should be named after Bandodkar because of his contribution to the state. MGP on Sunday passed a resolution demanding that the airport be named after Bandodkar. Former CM and ex-MP Churchill Alemao said that the new airport should be named after Sequeira as due to his efforts Goa is an independent state today. Otherwise, Goa would have been part of Maharashtra, he added. "Today we see 40 MLAs in Goa only because of Sequeira's contribution," he said. Congress' Ramakant Khalap recently wrote to the chief minister to name the new airport after Bandodkar. "I submitted the letter to the chief minister... Let's name Mopa airport as Dayanand Bandodkar International Airport Goa. I do hope the chief minister will do the needful. Let's also commemorate post-Liberation all party leaders and freedom fighters in appropriate ways," Khalap had said.
