Click here to subscribeDear Readers,The western Indian state of Gujarat is set to hold elections for the state Assembly this week. Since the time of India’s freedom struggle, and especially because it was the home state of leaders such as Mahatma Gandhi and Sardar Patel, Gujarat was always a politically significant state in India.However, two factors have further bolstered the state’s political heft over the past three decades.One, the Bharatiya Janata Party (or the BJP) has won all the Assembly elections since 1995. And barring a brief period between late 1996 and early 1998, the BJP has been in power in the state. To be precise, it has ruled without break since March 1998. Another five year term would mean that the BJP will extend its unbroken run to 29 years. For perspective, the longest that any party has been in power in a state was the 34 years (1977 to 2011) that the Communist Party of India (Marxist) governed the eastern state of West Bengal.Two, the presence of Prime Minister Narendra Modi, too, lends importance to Gujarat. Modi had served as the Chief Minister for 12 years, winning three Assembly polls in the process, before shifting to Delhi. During Modi’s tenure as the Chief Minister, the notion of a so-called Gujarat model of development or economy gained traction.Here’s a look at the different aspects of Gujarat’s economy — factors such as unemployment, per capita income, inflation etc. that often play a crucial role in influencing the voters.#1: Overall size of the economyNo matter which way one calculates, Gujarat is one of the biggest economies in the country. Table 1 details the top 6 states with the highest “net State Domestic Product (SDP)” in India. Think of the net SDP as the GDP equivalent at the state level. The Table also mentions Kerala even though it is not a state of comparable economic output just to provide a more complete picture; often the “Gujarat model” has been contrasted with the “Kerala model”. Between the seven states mentioned in the data tables, one can also get a fairly wide geographical spread.Data shows that Gujarat is the fourth-largest economy with a net SDP of Rs 14.6 lakh crore. However, this valuation of economic output is based on current prices. If one were to remove the effect of inflation and look at the “real” net SDP (column 3), one finds that Gujarat becomes the second-largest economy.It is also worthwhile to look at where Gujarat stood relative to the other big states in 1994-95, just before the BJP started its dominant phase. It is interesting to note that at that time Gujarat was even behind UP and West Bengal in terms of overall output. The only state that has actually outdone Gujarat is Karnataka, which was much smaller in terms of economic output in 1995 but has since rapidly grown to become the third-largest economy within India.#2: Per Capita IncomeWhen India’s economy recently overtook the economy of the United Kingdom to become the fifth-largest economy on the planet, it was pointed out that despite this achievement, the UK’s average income levels were twenty-times more than India’s.Table 2 attempts to place the same states in terms of per capita income in order to understand the average level of economic prosperity in a state.Now, Karnataka turns out to be the state with the highest per capita income, closely followed by Gujarat. This is not to suggest that there are no states in India with higher per capita income — Delhi, Goa Sikkim etc. do score higher — but among the bigger states, this ranking still holds.Population size of different states imply that UP lags far behind most states in India despite having a much higher overall output. Kerala also shines.When compared to how things were in 1995, it is interesting to note that Gujarat was, even then, the second-richest in terms of average incomes.And while holding on to the 2nd rank is no mean feat — Tamil Nadu, for instance, failed to stay at the top — it is Karnataka’s rise that has been far more phenomenal.#3: Unemployment rateTable 3 details the unemployment rate (per thousand people) in Rural and Urban areas for the biggest state economies in India (plus Kerala). Gujarat had one of the lowest unemployment rate among all the states and well below the national average.However, unemployment rates have gone up almost across the board since 1999-2000 — the time since when the BJP has had an unbroken streak in the governance of Gujarat. In particular, in Gujarat, both rural and urban unemployment rates have doubled since 1999-00.#4: Inflation rateJust as Gujarat had the lowest unemployment rate among all the big economies, it also had the lowest retail inflation rate among them in each of the past five years (barring UP in 2017-18). Gujarat’s retail inflation rate (that is, based on Consumer Price Index or CPI) was also lower than the national average for each of the five years (see Table 4). Of course, this data does cover the past few months of 2022-23.High inflation has become a global menace and has resulted in voters throwing out incumbent governments to express their anger. However, Gujarat has performed relatively well on this metric for the majority of the current term.#5: WagesWhen it comes to earning daily wages, workers in the agricultural sector as well as the non-agricultural sector of Gujarat earn considerably less than their counterparts in the other big states. Table 5 details how Gujarat not only pays less than the other big economies but also pays less than the national average.#6: InfrastructureChart 6, sourced from the Central Electricity Authority, shows the level of per capita power consumption in the seven states under consideration. Power consumption is a very good proxy for overall infrastructure in any economy. Gujarat’s per capita consumption is the highest among these states and, barring Punjab, the highest among large Indian states.#7: Health metricsTypically it is found that financially better off economies tend to have inhabitants who are physically better off. That’s because a rich state with richer inhabitants and a larger government capacity, can invest in improving the health and wellbeing of its inhabitants.However, it is on these metrics that Gujarat falters the most.Table 7 details Gujarat’s standing on a whole host of crucial metrics. But be it infant mortality rate or the maternal mortality rate or the prevalence of anaemia among infants and pregnant mothers or even indeed the number of beds in government-owned hospitals, Gujarat lags behind the other big economies. Questioning the “repeated trips” made by Prime Minister Narendra Modi and Union Home Minister Amit Shah to Gujarat, Rajasthan Chief Minister Ashok Gehlot said he had never seen such high anti-incumbency, as seen in the poll-bound state.Addressing an election meeting in Ahmedabad, the “Prime Minister has left all work in Delhi — which is his main job — and is here in Gujarat. What is the need for him to make repeated trips. Both Prime Minister and (home minister) Amit Shah are camping in the state.”Gehlot was speaking at Dariapur in Ahmedabad where sitting MLA Gyasuddin Sheikh is contesting.“You all are seeing what they are talking about in their speeches,” he said adding that unemployment and inflation were adversely affecting people in Gujarat. “I have never seen such high anti-incumbency, as I am seeing now in Gujarat. People are opposing them. They are not going to their meetings, because they have not done any work in the last five years,” the Rajasthan CM said adding that the BJP was forced to change its entire Cabinet last year.The Rajasthan CM said the anti-incumbency wave is bigger than 2017 elections, when congress fell a few seats short of forming the government in Gujarat. “If Congress wins this election, the Centre and Modji will get a shock. They will realise that they have lost due to high inflation and they will take steps to reduce prices. The entire country will benefit,” Gehlot said.“In Gujarat, Congress MLAs win. Thereafter horse trading happens and they are taken into BJP. This never used to happen earlier. After Modiji became the prime minister, a new model has come in the country, where elected governments are made to fall— Maharashtra, Madhya Pradesh, Goa, Karnataka. These are dangers for democracy,” he said. Gehlot pointed out how sitting MLAs have rebelled within the BJP. “They blame the Congress, but they are not able to keep their own house in order.”Gehlot also remembered those who died of hooch tragedy in Ahmedabad and the recent bridge collapse tragedy in Morbi.

Launching a scathing attack on the Congress’ cross-country march ‘Bharat Jodo Yatra’ led by Rahul Gandhi, Bharatiya Janata Party (BJP) national president J P Nadda Tuesday termed it a facade for its ‘Bharat Todo’ (translated as Dividing India) agenda as the party had sided with those who chanted slogans against the execution of Afzal Guru and India. Nadda also called the Aam Aadmi Party (AAP) a party of “banners” that would “lose election deposits in all 67 seats of Himachal Pradesh and also in Gujarat” in the Assembly polls.BJP candidate Jetha Ahir, who is also the deputy Speaker of the Gujarat Assembly, said that the BJP would “send a naked Kejriwal back to Delhi”.Speaking at an election rally at Shehra in Gujarat’s Panchmahal district where Ahir is the candidate, Nadda took a dig at the Congress party for organising a ‘Bharat Jodo’ rally after being part of an alleged anti-India sloganeering on Jawaharlal Nehru University (JNU) campus.Nadda alleged that when Congress did not respect former deputy prime minister Sardar Vallabhbhai Patel, who united the nation, it was Prime Minister Narendra Modi who gave due respect to the leader by building his statue.“Now I am told Rahul Gandhi has finally arrived to campaign in Gujarat. Better late than never. But only the Congress knows if it is doing a ‘Bharat Jodo’ or ‘Bharat Todo,” he said.He reminded the gathering about the prolonged delay in hanging Afzal Guru, the mastermind in the 2001 Parliament attack, in February 2012 when the Congress was in power. Nadda said, “They (Congress) are people who say ‘Afzal hum sharminda hain tere kaatil zinda hain’, (translated as Afzal we are ashamed your killers are alive). They rue the hanging of Afzal, who was given capital punishment by the Supreme Court, and whose clemency petition was rejected by the then President Pranab Mukherjee.”The university had witnessed protests in the campus in protest against the death sentence awarded to Afzal Guru.“Rahul Gandhi stands with such people in JNU and in that same event there were also slogans that said ‘Bharat tere honge tukde tukde inshallah inshallah’ (translated as ‘India, you will be chopped into pieces’). He (Rahul) should first piece together his own party and then go out to unite the country.”Nadda came down heavily on Rahul Gandhi for walking along with Medha Patkar, Narmada Bachao Andolan activist. “Who is he (Gandhi) roaming with? Medha Patkar? Do you know who she is? She is the one who stood against Gujarat and delayed the completion of the Sardar Sarovar project for 15 years by orchestrating mindless protests. Instead of protecting the rights of the poor, she created obstacles in the raising of the height of the dam,” the BJP president said.Nadda said that today the dam is complete and the water reaches Saurashtra and fills up 115 dams and provides water round the clock to the people there. “After Modi became the Prime Minister, in 17 days, he gave permission to raise the dam by 17 metres. Do you want to vote for people who suppress the voice of Gujarat and are opposed to development?” he asked.The Gujarat assembly elections are slated to be held in two phases on December 1 and 5. The results of the Himachal Pradesh assembly elections held on November 12 would be announced on December 8.Nadda lashed out at the Congress for “shedding crocodile tears” for the issues related to tribals and the Other Backward Communities (OBC). “There are tribal people and OBCs in this audience today. Which other party has thought about tribals and OBC other than the BJP? Many will shed crocodile tears but the one who has tried to change your fate on the ground is the BJP under the leadership of Modiji. Why didn’t anyone from the tribal community ever sit in the seat of the President for so many years?”Nadda heaped praises on PM Modi, who first made a Dalit sit on the President’s chair, and then made a tribal woman – Draupadi Murmu – the President. He has given the tribal community respect in the world, he said while criticising the Congress for never holding an annual tribal day.He lauded the PM for taking measures to set up a tribal welfare institute, document the contribution of the tribals in the freedom struggle, and do research on the contribution of tribals to nation-building.Nadda said that the Congress “played” with the OBC community for years in the name of creating commissions. “It is Modiji who turned the Commission into a national body – the National OBC Commission and gave the respect that OBCs deserve.”Without naming Kejriwal, Nadda also attacked the Aam Aadmi Party, saying that in Uttar Pradesh, the AAP contested in 350 seats and lost their deposit in 349. “In Uttarakhand, they lost their deposit in 68 seats and their CM candidate switched over to the BJP. During the Goa elections, when I landed in Goa, I was stunned to see the number of banners they had put up there – the face of the same leader (Kejriwal) and the locals were so hopeful saying, ‘See the results when they come’. I said, let’s wait. And what happened? They lost their deposit in 35 of the 39 seats They are a banner-based party, we are a cadre-based party,” he criticised.Nadda also hailed various development schemes under the leadership of PM Modi such as Ayushman Bharat scheme, Indira Awas Yojana, Ujjwala Yojana and the Covid-19 vaccines. Nadda said that during his tenure as MLA, many people approached seeking medical aid for expensive surgeries. “Poor people would come to ask for a grant of Rs 2 lakh and I would have to tell them that I can give you Rs 1 lakh but it was as good as giving nothing because how can you save someone’s life by giving only half the amount needed for the treatment? So when I became the union health minister, Modiji gave me a huge responsibility and told me to make healthcare free for all poor,” Nadda said, recalling the measures taken by the then government which paved way for Ayushman Bharat scheme under which poor persons can avail of medical treatment up to Rs 5 lakh per year.Regarding Covid-19 vaccines developed in India, Nadda said that while it took decades for India to get vaccinations for other illnesses in the past, India produced two Covid-19 vaccines within nine months due to “the leadership of Modiji”.The former minister said that it took 25 years for a TB dose to reach India, 28 years for Tetanus vaccine to be available in India and a century to have a vaccine against Japanese Flu. “The vaccine had been ready in 1906 in Japan but came to India in 2006. But look at when Covid-19 struck the world in 2020 Modiji had formed a task force immediately. And within nine months, we had not one but two vaccines,” he said.At a time when Europe has not been able to come out of Covid, Nadda said that India has been able to thwart Covid. “No one is wearing a mask and people are sitting so close. This is the protective shield of Modiji’s vaccine given to the 19 crore people. The United States has not been able to finish its vaccination programme. We have given vaccines to 100 countries, out of which 48 have received our vaccination for free. We are not a country who takes, but a country who gives,” the BJP president pointed out.Nadda asked the audience to “protect” Jetha Ahir until December 5, so that he could “protect you after December 8”. “It is your duty to make Jetha win. It is your contribution to nation building and development,” he said.Five-term MLA Ahir, who also addressed the crowd, said that the party workers in Shehra had set a “target of 1 lakh victory margin”. “Like Arjun only saw the fish eye in Mahabharata, you only have to see the button of the ‘Kamal’ (BJP symbol of lotus) in the voting booth. Our workers have fixed a target that we are going to win Shehra by 1 lakh votes. There is no doubt that the BJP is going to form the government in Gujarat,” Ahir said while adding that Kejriwal’s promise of freebies is not going to work as “Modiji has been giving us free benefits for a long time”. The people of Gujarat trust the BJP, Ahir said.

Hailing the new recruits hired during the Rozgar Mela as his “colleagues and co-travellers” in the country’s development, Prime Minister Narendra Modi said Tuesday the recruitment drive had shown the “double benefit of the double-engine government”.Modi handed out appointment letters to 71,056 recruits in various departments through video conferencing in the second edition of the Mela, a month after launching the drive.Citing similar initiatives by state governments over the past one month in Maharashtra, Uttar Pradesh, and Gujarat and the upcoming ones in Goa and Tripura, Modi said, “This is the double benefit of the double-engine government.”The term “double-engine government” is a BJP poll-campaign creation to mean BJP governments in both the state and at the Centre. The party has used it in various state polls.“In the past one month alone, Maharashtra and Gujarat handed out thousands of appointment letters. A few days back, the Uttar Pradesh government handed out appointment letters to several youths. Jammu and Kashmir, Ladakh, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli, Daman and Diu and Chandigarh too have organised Rozgar Melas and given jobs to thousands of youths,” Modi said.Modi also said that owing to the government’s performance-linked incentive scheme for industries, 60 lakh jobs were likely to be created. “The possibility of new jobs in both the government and the private sector is continuously increasing. More importantly, these opportunities are emerging for the youth in their own cities and villages. This has reduced the compulsion of migration for the youth and they are able to play their role in the development of their area,” he said, adding that experts around the world were optimistic about India’s growth and possibility of the country becoming a manufacturing hub.Launching an online orientation course for the new recruits, called the Karmayogi Prarambh module, Modi urged the recruits to give him feedback and suggestions after a month, like “colleague and co-travellers”. “This course will be useful not just now but in your entire career in the future,” he said.Modi said new opportunities were emerging for the youth to reduce the need to migrate for jobs.In this round of appointments, paramilitary forces have made around 24,000 recruitments and Railways 4,000 recruitments, sources said.
