KTC bus crashes into car, tree at Porvorim

Panaji: Chaos ensued at Porvorim on Tuesday after a KTC bus got into an accident near Mall de Goa, leaving its driver and conductor injured. The driver allegedly lost control of the bus and rammed into a four-wheeler parked by the roadside, and then collided with a tree leaving the front portion of the bus completely damaged. Part of the parked car was also left damaged. The bus was proceeding towards the Porvorim depot before dropping passengers to the Panaji bus stand. The driver and conductor suffered minor injuries and were treated at a Porvorim-based hospital. “We are awaiting a detailed report of the accident. The statement of the injured persons will be taken after they are discharged from the hospital. Accordingly, we will have a better picture of what transpired,” said KTC assistant inspector, Ramakrishna Gauns. The traffic police soon arrived at the site and maneuvered the vehicles around the accident site for smooth flow of the traffic movement.

PANAJI: Heavy and continuous rain with strong winds impacted normal life in several parts of the state on Saturday by damaging houses, damaging electricity equipment resulting in power cuts, disrupting ferry services, and bringing down trees. Commuters travelling to and from Divar were stranded after the rise in the level of Mandovi submerged the approach road to the ferry. 'CCP has not followed scientific process to clean drains in city'The state witnessed incessant rain on Saturday with gusts of strong wind, which made life difficult in several places. Trees fell in several places, as did electricity poles, causing power cuts. The Old Goa side ferry ramp too witnessed waterlogging and hence, both ferries were suspended. Vehicles parked in the vicinity of the ramp in Divar were seen getting stuck in the water. The state capital yet again witnessed waterlogging, putting the lives of pedestrians and motorists at risk. "I don't believe high tide is causing the waterlogging. It is simple logic, how is it that the water, especially on 18th June road, subsides once the rain stops?" former Panaji mayor Yatin Parekh said, adding, "The water outlets leading to St Inez creek and Rua de Ourem creek don't have the capacity to take the load of the flow from heavy rain." "The drains on the 18th June road are very small, and in addition, all the service cables and PWD pipelines are choking the drains. As a result, the water flow is very slow. Service cables must be laid three metres below the ground, but here it is just half a meter below the ground. Various service providers have taken shortcuts and it is impacting the water outflow," Parekh said. While water on 18th June road recedes when the rain ceases, water accumulated at Patto doesn't flow out, inconveniencing those visiting the directorate of art and culture, Central Library and other offices in the area. Opposition corporator Joel Andrade said the Corporation of the City of Panaji (CCP) has failed to follow scientific procedures to clean drains and sort the problem. "Everything is being done as per one's whims and fancies, and as a result, CCP is not working out solutions to the problem but only firefighting it," he said, adding that the CCP cannot manage the waterlogging in front of its own office. Saturday's heavy rain and winds also brought down trees and electricity poles. Ten poles were damaged due to falling of trees in Valpoi, Pernem and Sattari. There were also multiple breakdowns due to falling of trees at multiple locations and feeders were down in many sub-divisions. This was more common in rural forest areas. Tree falling incidents were reported at Bicholim, Fatorda, Chicalim, Parcem, Mardol, Quepem, Socorro, Colom-Rivona, Vichundrem, Camurlim, Loliem, Shiroda and Calangute among other places. Incidents of trees falling on houses and huts were reported in parts of Pernem, Camurlim, Chorao, Porvorim, Fatorda, Priol, Morpila and Shiroda.

PANAJI: The state election commission on Saturday announced the schedule for the election to 186 village panchayats in Goa, stating that voting will be held on August 10 and counting on August 12. With this, the model code of conduct has come into force. State election commissioner W V Ramanamurthy said that the poll panel will "definitely go through the business activities of the assembly, especially regarding assurances concerning panchayats going to polls". He said that there's nothing wrong in conducting the monsoon session of the Goa legislative assembly. 'Polls for remaining 5 panchayats before December'He further said that there's no need to seek the SEC's permission for conducting House business. "The SEC notifies that the model code of conduct shall be applicable from Saturday till the completion of the election process," he said. "The code shall be applicable in all village panchayats areas excluding Alorana, Casarvarnem and Chandel-Hasapur in Pernem, Harvalem in Bicholim, Taleigao in Tiswadi, all municipal areas, and the Corporation of the City of Panaji." This will be the first election after BJP formed the government in the state after this year's assembly elections. State party president Sadanand Shet Tanavade has already said that BJP-supported candidates would win the election. Panchayat elections are not held along party lines. Ramanamurthy said that the SEC has not reserved wards for OBCs in panchayats where there are no OBCs. He added OBC reservation was done based on the OBC commission's report. "The report has data on where the OBC population is," he said. "Based on the OBC population and backwardness, there is a percentage calculated by the commission, and this is converted into wards. These seats are given to OBCs provided it doesn't exceed 50%." Ramanamurthy also said that this is the first time that delimitation and reservation of wards has been conducted by the SEC in consultation with the state government. He also said that adequate police presence will be deployed for smooth conduct of the election. Due to the increase in population, the number of wards has been increased by six, he said. There are 191 panchayats in the state. Ramanamurthy said that the election for the remaining five panchayats will be held before December, as that's when their term is due. The state government had tried postponing the panchayat election to September, but the high court quashed the decision, and the Supreme Court upheld the HC's judgment.
