Depts get 3 months to verify staff wages

Panaji: After noticing several clerical errors in the wage fixation of government employees, the state government has given all departments an additional three months to verify the wages being paid to all employees. The finance department, which has issued the office memorandum, has also reportedly recommended to the government that accountability should be fixed if clerical errors or arithmetical mistakes in the wage records were found to be suspicious. “Directions were issued six months back to the heads of all departments to verify the wage fixation of all government employees. An extension of three months has been given,” said a source. The Supreme Court has ruled that the state government cannot initiate recovery proceedings against government employees, especially Group C and Group D employees or employees who are retiring since it is the government which erroneously paid the excess wages. “Based on the SC order and the office memorandum issued six months ago, the government has received several requests from employees seeking waiver from recovery proceedings. That is why the departments have been asked to verify the wage fixation without contravening the Supreme Court’s ruling,” said the government official. The government is not in favour of recovering excess dues from employees who are at the fag end of their careers and who may incur hardship. The wage discrepancies surface at the time of retirement, when the accounts department starts a detailed scrutiny of the employee’s service records. The state government had noticed discrepancies in wages that date back to pre-2000. The government had taken a stand that the variance in salaries would be waived off if it occurred prior to 2000, while accountability should be fixed for clerical errors that occurred after 2000.
