PANAJI: In view of the assembly scheduled early next year, Goa police has started reviewing activities of recent and habitual criminals in a bid to initiate action against them by either opening a new history sheet or by starting the externment procedure against them. A senior officer said that police have placed criminals under surveillance and history-sheeters have been arrested. The officer said that they are working with the collector to start externment of habitual criminals from either the state or district. “We will send a fresh proposal of externment,” the officer said, adding that police stations have identified the names of the criminals for this. Stating that most of these persons have been involved in cases of hurt, the officer said that police will approach the collectors, who will hear the accused on the issue, and, if satisfied with the police proposal, will issue the externment order, the officer said. Once the order is issued, the criminal has to leave the state for a certain period of time. In Goa, externment orders are issued under the Goa Maintenance of Public Order and Safety Act, 1988. District police have also identified 60 “budding criminals”. “We have identified budding criminals in the age group 18-21, and a case has been registered against them,” the officer said. To keep a check on habitual offenders and to ensure citizens’ safety, police have also started conducting round-the-clock patrolling in coastal as well as urban areas. Additional staff have been deployed for beat policing. The officer said that with tourism season commencing in the state, patrolling along the coastal belt has also been increased.

Guesthouses should report minors trying to check in

Panaji: The Goa State Commission for Protection of Child Rights has requested the director of tourism to direct all guesthouse operators to report incidents of minors trying to check in, after the police traced a missing 13-year-old boy from Badlapur to a guesthouse in Calangute along with a 20-year-old friend. Stating that the incident is in clear violation of section 8(10) (b) of the Goa Children’s Act, 2003 and Rules, 2004, the commission has requested the North Goa superintendent of police to initiate action against the guesthouse and submit a compliance report at the earliest. “The Goa Children’s Act, 2003 and Rules, 2004, has set out a preventive strategy for such incidents and the recent incident is in clear violation of Section 8(10) (b): No child shall be allowed to enter any room of any hotel or establishment which provides boarding or lodging, or any similar facility unless the child is registered as staying in that room with family, relatives or a person related by blood,” the commission stated. “In some cases, the owners of such facilities are found to be indifferent and do not care about tourists travelling with children. Travel and tourism actors such as accommodation-providers often become, inadvertently or not, intermediaries in the commission of these offences and should play a proactive role in preventing and combating such incidents, especially sexual exploitation of children,” chairperson of the commission Peter Borges stated in his communication to the tourism director. Pointing out that most travellers and tourists to Goa prefer to stay in rented premises, making it difficult for the authorities to keep a check on those travelling with children not related to them and exploiting them, the commission has requested the director of tourism to “direct all guesthouses to report such incidents to the child protection system or to law enforcement agencies and also establish a system to prevent such incidents in the future”.

SHOMA PATNAIK | NTPanajiRiding on the piggyback of business boom due to pent-up demand for travel, the state’s hospitality industry is enjoying higher tariffs once again after the coronavirus pandemic.Local hoteliers told ‘The Navhind Times’ that almost all hotels across market segments raised room rates in October for the first time in nearly two years. They said the expectations are of further hikes in the rates in the next month as tourism gathers momentum.If the trend continues, the room rate for some hotels could even touch peak busy season rate in the wake of surge in travel footfalls.The state’s largest hotel chain – the Taj Group owned by Indian Hotels – on Friday said that it is seeing its best business done so far in the state.“Our room rates have gone up like anything. This year, we are doing the highest revenue in the history of our presence in Goa. Even before COVID we never did such good business,” said Vincent Ramos, area director at TajGroup, Goa.He said that all the rooms of the group’s hotelsare occupied.“It is a matter of demand-supply. We have increased our room rates due to rush of tourists. Our average room rate (ARR) is the highest now, and we have recovered from the pandemic losses,” Ramos disclosed.He believes that most hotels in the state are set for higher earnings this year despite nearly five months of low business during the second wave of the pandemic.“The Taj brand is extremely strong, and domestic tourists prefer us to MNC hotel chains,”Ramos said.Most hotels in the state are running at over 80 per cent occupancy presently. Hotels in the costal beach belt of North Goa – in Calangute, Baga and Candolim – are doing exceedingly well as COVID cases have come down and more Indians get vaccinated.However, smaller hoteliers have said that they still have some ground to cover by way of ARR.“Definitely the room rates are increasing for us.All the hotels are fully booked. However, I would not say that we have crossed pre-COVID rates. It will take another six months for small hotels to do so,” explained Umesh Behra, general manager at the Panaji-based Hotel Park Prime.“The recovery in tariffs and income for hotels will take another leap when foreign tourists start arriving in the state,” TTAG president Nilesh Shah said, adding that star hotels in the state have a good wedding season coming up and are looking at full occupancy during November 19-January 12 period.“The ARR is definitely set to improve for Goan hotels,” Shah said.

PANAJI: After a long tussle, the Goa government has terminated the 1997 lease deed with Indian Resort Hotels Ltd — now known as the Indian Hotels Company Ltd (IHCL) — to set-up recreational facilities for tourists on over 3 lakh sqm land at Aguada plateau. ‘The lease has been terminated due to failure of the hotel company to pay rent which has been due since July 1, 1998,” an official said. Indian Resort Hotels Ltd has been directed to handover possession of the land to the tourism department on or before the end of six months from the date of issue of the order. It has also been directed to pay arrears of rent along with interest amounting to Rs 65 crore within 30 days from the date of receipt of the order. The North Goa collector has been directed to take possession of the property if the company fails to comply with the government’s order. The termination order will become effective in six months from the date of issuance of the order. The tourism department had planned to have recreational and amusement facilities for tourists at the site and procured the property at Rs 53 lakh and leased it to Indian Resort Hotels Ltd for 50 years for a lease of Rs 1 crore. The official said the company failed to carry out any development as was agreed upon and it did not even pay the rent. The company faced difficulties in getting various permissions, that were mandatory to execute the plan of having facilities for tourists, he said. “It is a prime land having a beautiful view, and a lot can be done to elevate the touristic value of the place. The prime property has been left unutilised for so many years,” the official said.

PANAJI: Pointing out that bad roads are a deterrent for tourists and the logistics sector, Goa Chamber of Commerce and Industry (GCCI) has red-flagged the poor construction of national highways in Goa. GCCI has also requested Union minister for road transport and highways (MoRTH) Nitin Gadkari to complete the NH4A highway stretch at Anmod Ghat and also start construction of a flyover between Gauri fuel station at Porvorim and the circle at Socorro. In a letter to Gadkari, who was in Goa on an official visit, GCCI also urged MoRTH to initiate a probe into the sub-standard widening of the Patradevi — Porvorim and Panaji — Canacona sections of NH66. “With the overall poor quality of road that is unfolding, on the Patradevi to Pollem important stretch of the NH 66, there is a fear that Goa will become far more famous as a death trap for bikers and other motorist, including long trailer trucks,” said GCCI president Ralph De Souza. “Ours is a tourist state and we certainly cannot afford it. Even truckers would not prefer using this road, which will defeat its very purpose.” GCCI said that the recently completed four-lane concrete roads are sub-par with poor drainage, irregular banking angles, exposed aggregate and poor levelling making them accident prone. The lack of illumination at diversions also poses a risk for motorists. “Truckers are reluctant to come to Goa thus increasing freight cost, which is passed on to the consumer. The uneven and wavy nature of the road has also increased the number of road mishaps. There are instances where empty containers have fallen off the trailers,” Souza said. GCCI said that the delay in upgrading the 4km stretch between Gauri Petrol pump at Porvorim and the circle at Socorro has created a major bottleneck. The industry body has also expressed concern over the closure of the Anmod Ghat for over 16 months. Gadkari has assured GCCI that he will explore ways to complete and reopen the Anmod Ghat route. “Due to this the traffic is diverted through Karwar or Yellapur increasing the distance, time and freight affecting supply and cost of goods. Goa is largely dependent on tourism and this highway is an important link in the Sagarmala project,” said GCCI in the letter to Gadkari. Sousa said that expediting the completion of the Zuari bridge will be a big boon to the Goan economy.

PANAJI: Goods and Services Tax (GST) collections in Goa saw a marginal drop in October, falling to Rs 317 crore as against Rs 319 crore in September, but remained just above the pre-pandemic levels. The tax mop-up was just 3% higher than the collections in October last year when it stood at Rs 310 crore. Goa’s GST collections in October 2019 stood at Rs 311 crore. Of the Rs 317 crore collected as GST, just about Rs 100 crore will go to the state exchequer while the rest will go to the Centre’s kitty. Nationally, GST revenues for October were 24% higher than in the same month last year and 36% over 2019-20. GST officials expect the collections to increase in November and December largely due to a strong rebound in domestic tourism and higher tax compliances. Tax officials said that the strong GST collections substantiate the indicators showing economic recovery. This is also evident from the trend in the e-way bills generated every month since the second wave. “The revenues would have still been higher if the sales of cars, white goods and home appliances had not been affected on account of global disruption in supply of semiconductors,” said officials. They also said that the growth in GST earnings continue to remain sluggish in Goa bucking the double-digit growth at the national level.

Goa has always remained near and dear to the Congress party. Our national leaders have always respected the sentiments and emotions of the people of Goa. Our national president Sonia Gandhi allowed me to scrap the three Special Economic Zones (SEZ) respecting the sentiments of the Goans. Our leader Rahul Gandhi has now committed to the people to scrap the three linear projects and stop Goa from getting converted into a coal hub. We always fulfilled our promises and will continue to do so in the future,” said Kamat.He also pointed to the promises made by the BJP in 2012 to keep petrol at Rs 60, give 50,000 jobs, special status and safety to women.“Unfortunately, all these promises have turned out to be “Jumlas” with every Goan facing hardships,” he said.

We have shown this by implementing it in Delhi,” Kejriwa told reporters in Dona Paula a few hours after landing in the state on his third visit this year. This is the third promise that the AAP convener has made to Goans in as many visits. During his last visit in September, Kejriwal had promised employment to every youth, Rs 3,000 per month to one youth of the family till they get employed, Rs 5,000 per month to families left unemployed because of tourism and mining shutting down, to set up a skill university and 80% job reservation for Goa’s youths. Kejriwal had kickstarted the party’s campaign in July by announcing 300 units of free electricity per month to every Goan family along with a waiver of pending electricity bills and free power for agricultural purposes. He also accused BJP of protecting chief minister Pramod Sawant from corruption allegations made by the former governor of Goa Satya Pal Malik. “The allegations made by Satyapal Malik ji are very serious, but what is sad is that BJP is trying to save its chief minister. This means that it is openly encouraging corruption,” Kejriwal said. “This is the first time in 75 years since India’s independence that a governor has accused a chief minister of his own party of corruption. Satya Pal Malik ji is a very mature person. He has vast experience. The good thing is that he has shown the courage to talk about the rampant corruption in his party’s government,” he said. Hitting out at both BJP and Congress for indulging in corruption, he said the two parties haven’t sent anyone to jail on corruption charges and assured of doing so if AAP forms the government.

Panaji: Union minister for road transport and highways Nitin Gadkari on Monday assured Goans of adhering to international environmental standards while bringing development to the state even as he sought the cooperation of the people in completing projects. “We are working to inaugurate the Mopa international airport by 2023 — even one-lane of the highway to Mopa airport is ready — but we need cooperation from the people. Many in Goa go to courts over environmental concerns,” he said. “Ecology, environment and development can go hand-in-hand. I am also a staunch supporter of environment protection. We are hoping for even bigger success in developing Goa while freeing it from air, water, sound and all other pollution, while also working to boost its economy, he said. Gadkari also said that much more development will be brought to Goa if Goans continue their support to chief minister Pramod Sawant and BJP, hinting at the upcoming polls. “What was not done in Goa in 50 years has been done within the last five to seven years and it is right before your eyes. We have given priority to development.” The development brought about in Goa by the BJP government so far will only appear to be a trailer as compared to what the party’s next term in the state will bring in, Gadkari said. “Asli film to baad mein shooru hone wali hai (the real film is yet to begin). So we are expecting your help,” Gadkari said, making an appeal for support at the upcoming 2022 Goa assembly polls. He said that his ministry is exploring vehicles run on alternative energy sources in a big way. “I will soon be using green hydrogen-run vehicles in Delhi. All these measures will reduce pollution to a major extent soon,”he said. “We have fulfilled every infrastructure demand that the Goa CMs, MLAs, MPs came to me with. Goa is already a progressive state, but in approving all the projects it was my dream that Goa should grow as an international tourism attraction, its tourist inflow should swell. From 2014 until now, infrastructure works worth Rs 12,000 crore have either been completed or are nearing completion here. Any pending work will be completed in 2022,” he said. New works worth another Rs 40 crore are being approved in the year 2021-22 for Goa, said Gadkari.

Panaji: The extension of the ban on scheduled flights till November 30 by the Union government last week has dismayed operators handling international travel even as starred hotels have been doing extremely well with domestic footfalls. A few operators that had received bookings for November after India started issuing visas mid-last month will be either cancelled or postponed. “Starred hotels as well as tour operators handling domestic clientele are doing well, while other operators are affected,” said Aloo Gomes, chief operating officer (COO) of Trail Blazer India (TBI) Pvt Ltd. Gomes, however, said that the situation is dynamic, and nothing can be predicted. He also said that India cannot risk not taking measures when other countries are facing the worst of the pandemic. Ernest Dias, COO, Sita Travels said they have not received any bookings from Russian destinations, but got some from the UK, including a few for November. “I had a few bookings for November 14 as we planned to bring clients through scheduled flights, but with the extension of the ban, those arrivals have been deferred,” said Dias. While tour operators dealing with international tourists have been a hit, the safety aspect can’t be ignored, he said. The pandemic situation in Russia is also of great concern. “The problem is grave as many have not taken the vaccine in Russia and the country is in lockdown,” said Dias. Goa is set to receive the first charter of the season from the UK on December 13, provided the conditions don’t change, but tour operators estimate international tourism will pick up either mid-December or in January next year. More than half of the charters that land in Goa are from Russia and other CIS countries. Abida Kumar, vice-president operations, Minar Travels (India) Pvt Ltd, said they too have not received any bookings from Russia where Covid cases have shot up. “I think the season will be delayed, but it will happen for sure. Tourists will not miss out on this opportunity as other countries are also not fully opened,” she said.

NT NETWORKPanajiEven as works on the national highway-66 in the state are nearing completion, the Goa Chamber of Commerce and Industry on Monday said that construction undertaken on the NH so far is “of poor quality”.According to the GCCI, segments of the recently-constructed highway have developed ‘issues’, although the project is ongoing.“Portions of the NH-66 which have already been completed are being thrown open for traffic in a piecemeal manner, and therefore have issues related to surface quality, levelling and banking and drainage,” said the industry body in a memorandum sent to the Union transport ministry.The memorandum has been signed by GCCI president Ralph De Sousa.Citing below par surface quality, the industry body said the RMC at several places is already showing signs of pitting.Furthermore the completed portions at many places are very poorlylevelled with substantial difference between adjacent panels cast at different times.The memorandum said the banking of the road has also not been created in a continuous manner, while the drainage has not been designed properly.Presently there are two sections of the NH66 being widened – from Patradevi to Porvorim and from Panaji to Canacona.“With the overall poor quality of road that is unfolding on the important stretch of the NH66, viz from Patradevi to Polem, there is a fear that Goa will become far more famous as a deathtrap for bikers and other motorist including long trailer trucks,” the GCCI said.The industry body is of the opinion that after the mining closure, the only sector supporting the Goan economy is tourism and the bad road condition is becoming a deterrent for tourists.Furthermore truckers are reluctant to come to the state due to increasing freight cost on account of bad roads which is passed on to the consumer.“The uneven and wavy nature of the road has also increased the number of road mishaps. There are instance where the empty containers have fallen off the trailer,” claimed the GCCI.In the memorandum, the GCCI also urged the Union government to complete work on the six-km stretch on the NH4A highway through the Anmod Ghat as the road has been closed for traffic for the last 16 months.The GCCI president has said that Goa is largely dependent on tourism and high quality needs to be maintained in the road construction.“The quality of work is adversely affected because work is carried out by contractors and supervision is by third-party agencies,” he said.

NT NETWORKPanajiGoa’s new Zuari Bridge will be state-of-the art and as good as the famous Eiffel Tower of Paris, Union Minister for Road Transport and Highways Nitin Gadkari has said.Gadkari, addressing local industrialists on Monday, said that the state government has already sanctioned around 50-60 hectares for a mall, restaurants, handicraft centre, and various facilities on the upcoming new Zuari bridge.“All the proposed facilities will be related to culture and draw tourists,” said Gadkari, talking to industrialists of the PM Gati Shakti project, that aims to complete all ongoing road, highway and infrastructure projects in the country by 2024-25.“Tourism is basic strength of Goa and because of infrastructure projects being completed, the state tourism will multiply,” said Gadkari.The Union minister said that he envisages adventure water sports, boating, amphibian sea plane for the state and also fresh focus on shipping.“Shipping is very important for Goa. The Centre had cleared increasing the draft of Goa port to 18 metre but an NGT order stopped the work. Forest clearance and opposition by activists is a problem in the state,” observed Gadkari.His suggestions for the state includes a future drone manufacturing unit, an heli-port for air ambulances to land, focus on food processing and fisheries.“Under the central Sagarmala project, the state has been sanctioned an electronic cluster,” disclosed the Union minister. He added that because the state is already a pharmaceutical hub, it must also look at setting up a medical device cluster.“There is a suggestion for metro in Goa but why not take advantage of water transport as tourists can arrive at Dabolim and go to various hotels by waterways,” said Gadkari.Under the Gati Shakti project, each state has targets to complete ongoing road and highway projects, he said. Gadkari also answered questions raised by Goan industry owners on problems faced by them.To a question on when the new Zuari bridge will be finally complete, he said that the government would try its best to open at least one lane of the bridge before the code of conduct for the assembly elections.The problem of stoppage of feeder vessel at MPT would also be solved, promised Gadkari. Post his address, local industrialists expressed satisfaction with the interaction.Ralph De Sousa, president, GCCI said that the minister has committed on timelines to complete the new bridge which is very encouraging.”The interaction was attended by the Chief Minister Pramod Sawant, Transport Minister Mauvin Godinho, a battery of senior government officials and heads of industry bodies.Launched on October 13 2021, the Gati Shakti project aims at reducing logistic costs, creating jobs and improving marketing of goods through road projects and national highways among others.
