Margao: Trinamool Congress Goa desk incharge Kirti Azad said on Tuesday that the party would form the government in Goa in the next five years following the next state assembly elections. Responding to queries posed by reporters over its dismal performance in the last state assembly elections, Azad exuded confidence of the party gaining strength in the state. “We are going to do it. Everything will be in place. Rome was not built in a day,” he said. Pointing out that the TMC polled 8.7% votes in the last elections, Azad said, that the party’s performance was “800 times better” than that of Congress and BJP in their first few elections in Goa. “If you compare it to what BJP did in the first three elections and what Congress did in the first four elections, you will find that we have done 800 times better than them. They couldn’t even get 1% vote share,” he said. Azad was appointed as its Goa desk incharge of the party after its state president Kiran Kandolkar as well as senior functionaries of the party resigned from their posts soon after the state assembly elections. When asked to comment on the exodus of party workers, Azad said, “Good riddance. I wish them all the best for what they have done. At least we know who stands with us. Those who are going to be with us are not opportunists.” The cricketer-turned politician, however, chose not to respond to questions over whether the TMC would back candidates in the upcoming panchayat polls.

Panaji: Leader of the opposition Michael Lobo on Thursday said that the government, particularly the town and country planning (TCP) department is deliberately targeting him and harassing him. Lobo’s allegations come a day after TCP minister Vishwajit Rane said that the Parra-Arpora-Nagoa outline development plans (ODPs) have shocking irregularities. Lobo, who was the former North Goa Planning and Development Authority (NGPDA) chairman, said that the ODPs have become a victim of BJP’s “vindictive politics” that is playing out in Goa. “He is personally targeting me, which is not right in politics. I was a businessman before I could become an MLA. It is nothing but vindictive politics and I have spoken to the CM about this,” the opposition leader said. He said that it has become natural for the government of the day to target the opposition, but the common man and businessmen face the fallout of the government’s pressure tactics. “Rane is the minister; he’s free to do whatever he wants to do with regards to the ODP of Arpora-Nagoa and Parra but how many times are we going to look at this? Are you going to haunt them? How many people are you going to haunt?” Lobo said. On Wednesday, Rane took to Twitter to announce that TCP’s scrutiny committee has identified irregularities in the ODPs of Parra-Arpora-Nagoa and Candolim-Calangute. He also said that a former NGPDA chairman violated norms by getting his own land converted. Rane said that the irregularities identified could lead to prosecution under the Prevention and Corruption Act for using public office for personal gains. Rane has already directed the TCP department to suspend all the ODPs Trying to distance himself from the irregularities, Lobo said that all planning and policy decisions regarding ODPs were taken collectively by a committee comprising town planners, deputy planners and other stakeholders. He said that if the BJP government has adopted a policy to “throw out” whatever earlier governments have done. “All this was done by the same BJP government. Whatever they want to do now they can do,” Lobo said.

Panaji: The town and country planning department’s scrutiny committee, which was tasked with identifying irregularities in the outline development plans (ODPs), has found several “shocking” irregularities, particularly in the Parra-Arpora-Nagoa ODP, said TCP minister Vishwajit Rane. Rane’s statement could spell further trouble for opposition leader Michael Lobo. Rane said that a former chairman of the North Goa planning and development authority misused his authority to convert their own land. As BJP’s Calangute MLA in the previous government, Lobo served as NGPDA chairman prior to his induction into the cabinet by the earlier Pramod Sawant cabinet in 2019. “Some people at high-level positions, former chairmen of the PDA who were instrumental in preparing the ODPs have converted their own properties while holding office,” said Rane. “It amounts to (liability for) prosecution under the Prevention and Corruption Act for using public office for personal gains. Several such irregularities have also been identified in the ODP of Nagao, Parra, and others, where high-rise buildings have been approved without having proper access.” Rane also said that the 10-member scrutiny committee has noticed that several tenanted and khazan lands have been converted, along with no-development slopes that exceed the 35% gradient permissible limit. “It's interesting to compare the Calangute-Candolim ODP to the newly-created ODP. These irregularities are shocking to say the least,” said Rane. “All information, survey number by survey number, will be shared once the committee has completed its review.” Prior to the February 14 assembly elections, Lobo ditched BJP and joined Congress. After Rane took charge of the TCP department, he immediately called for all ODPs to be suspended and scrutinized. A committee headed by chief town planner Rajesh Naik has been asked to probe the ODP formulation process. Lobo already has an FIR registered against him and his wife for allegedly engaging in hill cutting and land filling. “It is important to have planning consultants on board to monitor such wrongdoings. I am confident that the committee headed by the chief town planner will make necessary changes to protect Goa’s uniqueness while also maintaining total transparency in the department of TCP,” said Rane. Rane said that details of all the irregularities, including the survey numbers, will be shared once the committee completes its review within the stipulated time frame of 60 days. The committee has met just once to scrutinise the ODPs. “It is worth noting that several wrongdoings have been highlighted by the committee. In the interest of the state and to preserve its uniqueness, it is necessary to correct these wrongdoings,” said Rane.

Special CorrespondentPanajiWelcoming the Supreme Court’s decision to cancel the clearance of the standing committee of the National Board of Wildlife for the double tracking project in Goa, the Aam Aadmi Party (AAP) on Tuesday said that the project should now bescrapped altogether.Addressing a press conference in the city, the AAP leader Valmiki Naik said that the Supreme Court-appointed centrally-empowered committee should be thanked for recommending to the apex court that the clearance for the project should be withdrawn as the said project is “inefficient, unjustified and destructive”“In fact, the decision of the Supreme Court vindicates the people of Goa,” he added, pointing out that the people of Goa, especially the Goan youth who united against the said project were finally proven true, while the Bharatiya Janata Party’s government was exposed.Naik also said that the clearance by the standing committee of the National Board of Wildlife was given in haste, through the online hearing, during the lockdown related to corona pandemic, without undertaking any ground assessment and fact-check.The AAP leader also appealed to the BJP government and South Western Railways to entirely scrap the project, without applying for new clearance.Another AAP leader and former MLA Alina Saldanha said that the particular decision of the Supreme Court will protect the biodiversity in the Western Ghats. Panaji: A day after BJP’s Tajinder Pal Singh Bagga was taken into custody by Punjab police and later released, chief minister Pramod Sawant on Saturday visited Bagga and his family in Delhi and hit out at Delhi chief minister Arvind Kejriwal saying that it was he who directed Punjab police to “kidnap” Bagga. “Visited BJYM National Secretary Tajinder Pal Singh Bagga and met his family today. I strongly condemn the abuse of power by Arvind Kejriwal, to direct Punjab Police to kidnap Tajinder from his residence in Delhi. The so-called champions of #FoE are now trying to subvert free speech,” Sawant tweeted. Sawant said that he will call it a kidnapping. “The way Bagga’s father was treated. Police shouldn’t behave this way. I commend Delhi and Haryana police from stopping him in between and bringing him back.” The chief minister said Goa has shown AAP its place and Delhi will also stand up against the injustice. He said that whatever has happened in Goa, will repeat in Delhi. Sawant said that Punjab police is being politically used. The chief minister also met BJP National president J P Nadda in New Delhi and appraised him on various initiatives of the state govt and sought his guidance. On Friday, Bagga was arrested by Punjab police from his Delhi home, intercepted by Haryana police in Kurukshetra and handed over to Delhi police in a flurry of developments that triggered a political slugfest.

PANAJI: BJP may speak about a Congress-mukt Bharat, but it does not want the party to disappear completely, Union petroleum and natural gas minister Hardeep Singh Puri said on Friday, explaining that the country requires a healthy opposition, but it needs to pick up its act. Puri said that BJP is relatively confident of its victory in the 2024 Lok Sabha elections as opposition parties, particularly Congress, have yet to get their act together. "We do not want Congress to atrophy or to completely disappear. We need an opposition," said Puri, speaking at the Times Network Leadership Summit at Goa Fest 2022. "But if we have an opposition, then the opposition has to decide whether it wants to be led by Rahul Gandhi or Mamata Banerjee or Arvind Kejriwal or Sharad Pawar." Given BJP's back-to-back victories in state assembly elections and the internal churn within Congress, which is seen as the principal opposition party, Puri was asked if his party considers the 2024 elections a "done deal". "In politics, nothing is a done deal. You should never be complacent, but considering that the party itself is in good shape, considering that we are winning one election after another, yes, I would say that the opposition needs to get its act together if it wants to post a credible challenge in 2024," he said. The Union minister took several digs at AAP, referring to the party as a political startup. Puri even suggested in jest that news channels should impose a form of tax or revenue on nascent political parties that are given prominent coverage. "People who don't pay you, like somebody starting a startup political system, and constantly featuring that individual or entity, they acquire oxygen. I would suggest you introduce a tax that if I (news channels) build you up then you (political parties) must, if they ever acquire the means of doing so, provide reciprocal support later. It's just a suggestion. You will be increasing your revenue," he said. Puri refuted suggestions that the Modi-government is focusing only on socialist schemes or the right-wing. He said the Centre's policies cater to every sector and segment in the country.

Panaji: BJP’s Goa desk in-charge C T Ravi held three rounds of meetings on Wednesday, one each with state ministers, MLAs and the core committee, reports Gauree Malkarnekar. He advised ministers to ensure that the BJP Goa manifesto promises are delivered within the next six months. Ravi said that ministers will present a report card every three months on the progress made by them. Every department will prepare a vision document to ensure improvement in administration, delivery of services and to see that benefits of state and central government schemes are delivered to citizens, said chief minister Pramod Sawant. “We have completed 10 years in the government and we are entering the eleventh year,” said Sawant. “So we are focusing on people-centric governance. Every department will prepare a vision document and we will stress on improving the ease of living in Goa. Ministers have been told to ensure transparency in their ministries. They were guided on how to ensure that the BJP manifesto promises are delivered to the people within the next six months.” Ministers have also been advised to focus on employment generation, he said. “There was also discussion on how benefits of central government schemes can reach the people. Suggestions were also taken from the ministers. To make Goa self-sufficient, there will be stress on horticulture, agriculture and skill development. There was detailed discussion with ministers on how to generate large-scale employment,” said Sawant. The CM said that the party in Goa has also begun work to ensure that it wins both Lok Sabha seats in the 2024 polls, and also to see that party-supported candidates do well in the upcoming panchayat polls. “Ministers will present their report card every three months. We are not here only to win elections, but to strengthen Goa, so we will prepare a roadmap and work accordingly,” said Ravi. Sarkar tumchya daari, or delivery of services, our doorstep programme, will be launched again starting with Sanguem constituency, said the CM. State BJP president Sadanand Shet Tanavade said that to mark three years of PM Narendra Modi’s second term in office and eight years as PM, the party in Goa will hold different programmes from May 30 to June 15. “Ministers have been told to give the party more time. One minister will be present at one of the BJP district offices every month,” said Tanavade.

Panaji: Rural development minister Govind Gaude said on Saturday that besides priority household ration card holders, those having annual income of less than Rs 5 lakh would be eligible for three free cylinders per year. “Those eligible consumers in the bracket of income less than Rs 5 lakh will have to get an income certificate from government authorities and submit it to the rural development agency (RDA),” Gaude told TOI. Gaude said that the money for the three cylinders would be deposited in the accounts of eligible consumers, and not in the accounts of LPG dealers. He said the decision was taken after it was discussed at the recently-held cabinet meeting. In its manifesto, BJP had promised not to increase state levies on petrol and diesel for the next three years, and give three free LPG cylinders in a year to every household. However, last Friday, Gaude said that the free cylinder scheme may be limited to those whose annual income is less than Rs 5 lakh. He said that there are around 37,000 priority household ration card holders in the state. “We are in the process of framing rules and regulations, and the scheme will be launched in June,” the rural development minister said. Gaude had said that if the scheme is implemented without any criteria, the state government will have an additional financial burden of Rs 132 crore. The scheme to give three free LPG cylinders per year per household from April was approved during the first cabinet meeting of the new government. Sawant had said that the scheme would be notified soon. “We have finalised the scheme to provide three free LPG cylinders and it will be notified. From April, three cylinders will be given free,” he had said. The manifesto also promised “good quality housing” for all Goans in the next five years by providing home loans to deserving families at an interest rate of 2% for women and 4% for men, and developing and providing residential plots. To boost infrastructure, BJP promised to introduce the Manohar Parrikar Kalyan Fund, which will provide a common development fund up to Rs 3 crore for every panchayat and up to Rs 5 crore for every municipality.

Margao: Vasco MLA Krishna ‘Daji’ Salkar took charge as chairperson of the South Goa Planning and Development Authority (SGPDA) on Thursday. Speaking to reporters on the occasion, Salkar said that it would be his endeavour to provide a transparent and people-friendly administration in SGPDA. “I have been the chairman of Mormugao PDA in the past and I had given transparent administration, which was appreciated by the people. In a similar way, I will ensure that SGPDA is transparent in its dealings and strives to provide people-friendly administration,” Salkar said. Stating that he was yet to become acquainted with the working of the SGPDA, Salkar said he would first discuss the proposals and projects of the SGPDA with the officials before spelling out his plans and priorities. He, however, said that resolving issues concerning the wholesale and retail markets of the SGPDA and proposal of construction of a commercial complex would be among his focus areas. Salkar, who had contested the last assembly elections as a BJP candidate from Vasco, had defeated Congress candidate Carlos Almeida. Salkar succeeds Wilfred D’Sa. The former Nuvem MLA was rewarded with the post in 2019 for moving to BJP, thus ending the dominion of Fatorda MLA Vijai Sardesai on SGPDA. During D’Sa’s tenure, SGPDA had decided to prepare a new Outline Development Plan (ODP) for Margao and Ponda planning areas on the grounds that the earlier plans contained errors and thus needed to be rectified. The government by an order dated March 15, 2021, had accorded approval for the preparation of the ODP of Margao and Ponda Planning Area. Earlier this week, the town and country planning (TCP) minister announced that all ODPs in the state, both notified and draft plans, have been suspended “in order to weed out discrepancies.”

Panaji: The churn in TMC continued with state party president Kiran Kandolkar quitting the party on Wednesday. Kandolkar blamed poll strategist Prashant Kishor and the Indian Political Action Committee (I-PAC) for the party’s debacle in the state assembly elections. TMC’s candidates for Mapusa, Siolim and Porvorim also quit the party along with Kandolkar, saying that they saw no hope for the party in Goa. All of them said that their supporters and workers had asked them to ditch the TMC. TMC’s Mapusa candidate Tarak Arolkar, Porvorim candidate Sandeep Vazarkar, Siolim candidate Leo Dias Aldona panch member Rajesh Pirankar and former Aldona sarpanch Deepak Naik quit the TMC along with their supporters. Three days earlier, 32 TMC members quit. Kandolkar challenged Kishor’s claim that he was not involved in the state legislative assembly elections and said that Kishor’s main objective was to defeat Congress and permit BJP to win. “I feel that Kishor came to Goa only to blackmail Congress and to divide the opposition vote,” Kandolkar said. “He wanted to show Congress that they should not take him lightly. He was using Goa to show Congress the kind of damage he can do. If he came to Goa, he came to help BJP win not to defeat them. Kishor distanced himself from Goa’s polls well before the elections and claimed that he was in Goa just for a holiday. However, TMC Rajya Sabha MP Luizinho Faleiro clearly stated that Kishor played an instrumental role in convincing him to leave Congress and join TMC. Kandolkar said that he has held 17-18 meetings with Kishor about election strategy. “If anybody has failed, it is not TMC or the candidates, it is I-PAC. And I-PAC was steered by Prashant Kishor and he is the one who misled Goa, the voters and everyone. I am making an allegation against Prashant Kishor, let him clarify,” Kandolkar said. Despite a media blitz and grand promises, TMC failed to win a single seat. Kandolkar said that in hindsight he realised that he and other party workers made a mistake. “We were quiet for many days but we have finally made our decision because we know that there is no future for TMC in Goa. I spoke to AITC general secretary Abhishek Banerjee. It was a one-hour-long meeting and I realised that TMC does not have any clear plans for Goa.”

First Aleixo Reginaldo had joined but he failed to retain him in the party which was a loss for us. Secondly, he failed to bring Mamata Banerjee to Goa during the last leg of election while another party’s national leader had come and campaigned in Goa.”Kandolkar further said that Kishor came to Goa to blackmail the Congress party and Sonia Gandhi adding, “He wanted to show that if he is not taken then he would reduce the Congress vote share.The opposition was divided so BJP is ruling with 33% of vote share while 67% vote share was divided for which the opposition and Prashant Kishor is responsible. He eventually ended up helping BJP to form government again in Goa.”Replying to a question whether he had made a mistake, Kandolkar said, “We did what we felt was right at that time. It’s human to commit a mistake. We did commit a mistake.”Kandolkar also accused IPAC Company of cheating Goans and said, “Huge bills of taxi drivers, volunteers who were employed during polls, printers, hoarding and others were not paid.”Kandolkar further said that the opposition parties have failed to unite which has resulted in victory of BJP.Commenting about his future plans, Kandolkar said that he would work for people as an independent and not float a new party.It may be recalled that on Tuesday, Colvale ZP and Tivim candidate Kavita Kandolkar, who is Kiran’s wife, along with 32 supporters, had resigned from the party.

    Party to restructure Goa state committeePanaji: On a day when Colvale Zilla Panchayat member Kavita Kandolkar, a member of the Trinamool Congress (TMC) party and wife of Goa TMC president Kiran Kandolkar, quit the party along with all her supporters from the Thivim constituency, the All India Trinamool Congress announced on Monday that it has decided to restructure the entire Goa state committee with immediate effect.Kavita Kandolkar was also a candidate of the TMC party during the recently-held Goa Assembly polls. She has resigned from the primary membership of TMC, along with sarpanchas, panchayat members and her supporters. She has submitted her resignation letter to the Goa TMC president.Kandolkar said she took the step following pressure from her supporters, as the Mamata Banerjee-led party was not accepted by the people of Goa at the Assembly polls.She also said that I-PAC and its then mentor Prashant Kishor had failed to fulfill the promises made before the elections on behalf of TMC.“People who have not been paid their money for various services during the elections were coming to my residence asking for the pending dues. It is against holding panchayat elections on party linesPanaji: Leader of Opposition Michael Lobo on Monday slammed the BJP-led state government for not releasing financial assistance to the beneficiaries under Griha Aadhar, Ladli Laxmi and Dayanand Social Security schemes.He claimed that the beneficiaries of Ladli Laxmi have not received the doles since 2018.Lobo also said that the monthly financial assistance under Griha Aadhar Scheme has not been released for the last three years.“There are applications, sanctioned under Griha Aadhar and Laadli Laxmi schemes in 2018, still pending for payment. Even the beneficiaries of the Dayanand Social Security Scheme are awaiting the regular monthly financial assistance for months together,” he claimed.Lobo said that the government must release the financial assistance to needy people under these schemes on priority as beneficiaries especially differently-abled people are struggling to pay their medical bills.“The governance is continuous process. Though the current BJP government has not started any work, it has to release financial assistance under these schemes to the beneficiaries on priority,” he demanded.He said that the Congress party has been insisting that the state government release this money before taking up any other work.Lobo said that some beneficiaries of Laadli Laxmi Scheme have got married and even have a child now, but are still waiting for the money.Meanwhile, CLP leader Michael Lobo said that Congress is not in favour of holding panchayat elections on party lines.“We have full faith in the state election commission. Panaji: All LPG consumers may not get to avail the three free cylinders BJP promised in its manifesto, as the state government is likely to fix a criteria for availing the scheme. Rural development minister Govind Gaude on Friday said that the three free cylinder scheme will be given to priority household ration cardholders and the government is contemplating on extending the scheme to consumers in the state who have income of less than Rs 5 lakh. Gaude said that a final decision will be taken after consultation with chief minister Pramod Sawant. “CM wanted to implement the scheme from April onwards, but the scheme is likely to be implemented from June onwards,” he said. The minister said that he will unofficially discuss the proposal at the upcoming cabinet meeting and find out what ideas they have to implement this scheme. Gaude said that if the scheme is implemented without any criteria then the state government will have an additional financial burden of Rs 132 crore. He said that there are over 4 lakh ration cardholders in the state who are having LPG connections. “Besides ration cardholders there are other LPG connections,” the rural development minister said. The scheme to give three free LPG cylinders per year per household from April onwards was approved during the first cabinet meeting of the new government. Sawant had said that the scheme will be notified soon. “We have finalised the scheme to provide three free LPG cylinders and it will be notified. From April, three cylinders will be given free,” he had said then. In its manifesto, BJP had promised not to increase state levies on petrol and diesel for the next three years, give three free LPG cylinders in a year to every household, and increase the pension under the DSSY to Rs 3,000. The manifesto also promised “good quality housing” for all Goans in the next five years by providing home loans to deserving families at an interest rate of 2% for women and 4% for men and developing and providing residential plots. To boost infrastructure, BJP promised to introduce the Manohar Parrikar Kalyan Fund, which will provide for a common development fund up to Rs 3 crore for every panchayat and up to Rs 5 crore for every municipality.

Staff ReporterPanajiThe Supreme Court (SC) has issued notices to the Speaker of the Goa assembly and 10 then MLAs who had joined BJP.Congress leader Girish Chodankar has filed a SLP before SC challenging the HC order upholding the Speaker’s order.Senior counsels appearing on behalf of the petitioner submitted that, “the present matter under consideration before the Supreme Court was of great importance even though a fresh Legislative Assembly is now in place. This will be landmark judgment once disposed by SC resolving long-pending question of law as to whether Legislative wing of a party can merge into anotherpolitical party.”Chodankar has said that the High Court has committed a grave error in upholding the order of the Speaker on the mistaken premise that since the MLAs constituted 2/3 rd of their legislature party and had decided to merge with another party, they would enjoy the protection granted under Para 4 of Schedule X by invoking the deeming fiction containedin Para 4(2). Interestingly, such claim of valid merger of the legislature party was upheld without a semblance of the merger of the original political party which is a necessary pre-requisite as is apparent from a plain reading of Para 4(1) ofSchedule X.The High Court of Bombay at Goa had dismissed petitions seeking disqualification of 12 MLAs who left their respective parties and joined the ruling BJP in 2019.
